2. Responsibility of Monetary and banking policies in 19th century was through a national banking system which encouraged development of a national currency backed by bank holding of treasuries and it authorize the Comptroller to examine and regulate nationally chartered Banks. It was laying a lot of emphasis on gold standard too.

2. The panic of 1907 forced congress to establish federal reserve . The panic of 1907 was headed by a private conglomerate and helped in controlling the panic and it motivated congess to set up a federal agency system for more transparent banking system which was led by an independent agency.
