Conjugate base of H3PO4 is H2PO4- and conjugate base of CH3COOH is CH3COO- . Acidity of a substance is directly proportional to the stability of it's conjugate base. As H3PO4 is stronger acid than CH3COOH then H2PO4- is more stable than CH3COO- . As H2PO4- is in left side that is reactant side. Hence the equilibrium will favour reactant side.
