a)  2.81 percent of the observations falling below z

So, P(Z < z) = 0.0281

From standard normal distribution table,

z = -1.91

b) 21.94 percent of the observations falling above z

P(Z > z) = 0.2194

P(Z < z) = 1 - 0.2194 = 0.7806

z = 0.77
