The cell would be incapable of accepting naked DNA from the environment (Transformation).

Gene transformation is the uptake of genes directly from the surrounding environment (naked gene transfer). These genes first bind to the receptors on cell surface and then enter the cell. If these genes become inactivated, cell cannot accept the naked genes from the environment, and fail to carryout trasformation process.
