Yes, if the rise of molecular biology was not a Kuhnian revolution, it could be considered as the Kuhanian's 'Normal science.'

This is because the progress in devlopmental biology is a bigger conceptual revolution, which need a classical or normal begining and would have undergone transition from classical to molecular genetics. Kuhn's suggestion about progress in scientific revolution forces anyone to look into the roots of genetics. Since the experimental observations and other evidences prove different anamolies on molecular biology, the rise of molecular biology would have been considered as normal science.
