5). Option c) No the conjugate base is so weak that it does not reach equilibrium with water

HCl is a strong acid, not a weak acid, so the combination of these two solutes would not make a buffer solution. Black is a salt of strong acid and only in the case of weak acid the dissociation is partial and is reversible. In that situation only,the change in pH does not occur and hence forms a buffer. So sodium chloride is not a buffer.

6) Option d) HNO3 and NH3

It will form a buffer since HNO3 is strong acid and NH3 is the weak base and this is the requirement for a buffer.
