The socially efficient level of fishing trips is T2. Because at this point social cost curve intersect with the revenue per trip curve.

The numbers of fishing tripsthat will take place if the fishery is unregulated is T3. Because at this point the private cost curve intersect the revenue per trip curve and beyond it any trip will incur losses.
