test R- gene does not encode repressor. That's why test O+ remains functional. It will allow RNA polymerase to bind to the test p+ ( promoter).The polymerase proceeds further and leads to the expression of wild type structural genes i.e.A and C genes. But B gene will not express due to test B-.
