4 is dependent upon the tissue level of metabolic activity under normal conditions.

The amount of oxygen needed is directly proportional to the amount of oxygen released from the haemoglobin as the the release depends upon the need. The muscles and tissues doing stranous activities needs more oxygen for their metabolism and energy production. So more oxygen will be delivered to the the tissues which are under high stranous activities.
