answer-

The communication and controlling function will help me to ensure that new policies and procedures are being put into place. Communication will help me to communicate the new policies and procedures to all employees in the organization. I would use emails and memos to communicate the new policies and procedures while notices on bulletin board will help me to communicate to lower level workers who have no emails.controlling function will involve monitoring of people following new policies and procedures where we will get feedback from employees about new policies and procedures.

The responsibilities should be of top management to create updated policies for new position because they have the experience and skills like conceptual skill to analyze situation and come up with solutions to solve the problem.

No i do not think that entry or lower-level employees should be involved in the strategic planning of their company or organization because strategic planning is long term planning associated with vision and mission of company. It should involve participation of top management and senior officers like CEO, Senior managers. lower level employees are new to company and does not have skill and experience to make long term strategies. they should onlye be responsible to implement and work on the strategy created by top management.
