The plasmid is circular. So, digestion of the plasmid with PstI yields 1 fragment of 10,000 bp and it cuts at a single site.

Digestion with SspI yields two fragments of 3000 bp and 7000 bp, and it cuts at two sites.

Double digestions yields 3 fragments of 4000 bp, 3000 bp and 3000 bp as shown in the diagram.
