e. D will possess the translation initiation codon.

f. Yes there can be mutations in segment C. If there is mutation in the promoter high chance is there that transcript will not be detected. This is because if there is mutation in the promoter the polymerase cannot bind and start transcription from the promoter. If transcription doesn't happen translation will also not happen because the mRNA sequence gets translated to protein.

g. Yes segment D can get mutated. If it is mutated then transcript will be produced as the promoter is functional and RNA polymerase can bind to it and cause transcription. Polypeptide chain will be produced unless and until mutation results in the replacement of a codon to a stop codon.
