Organization of executive branch impact on bureaucracy is determined. Executive branch is controlled by president and includes boards, committees, vice president, etc. executive branch enforces laws. Bureaucracy is part of governmental organizations that executive branch oversees and controls. Bureaucracy is found in cabinet departments, independent agencies, Government Corporation, president can control bureaucratic agencies in executive branch but bureaucrats set their own motivations and goals that this makes executive branch to face issue in controlling bureaucrats. Bearcats activities are largely unmonitored because a president cannot be able to watch every bureaucrat.
