Answer is option 1 : The cell is missing HAT ( histone acetyl transferase).

HAT enzyme acetylates lysine residues present in different histones H2A,H2B, H3 and H4 ( mostly the N terminal lysines). Acetylation of lysine side chain shields the positive charge and thus the DNA-histone interaction weakens and Histones are removed from the DNA generating naked DNA. This DNA is now accessible for transcriptional machionary and thus transcription occurs easily. A cell missing HAT couldn't generate naked DNA at transcription start site, thus even all of the transcription machionary are present, no transcription occurs.
