IR test means the insulation resistance test. The recommended test voltage is tabulated below:

Equipment AC rating Test Voltage
Up to 100V 100 V(DC) and 250V(DC)
440V to 550V 500 V(DC) and 1000V(DC)
2400V 1000 V(DC) to 2000V(DC) and higer
4160V and above 100 V(DC) and 5000V(DC) and higher

So from the above table we can conclude that for 90V AC rated equipment, IR test should be done with test voltage of 100V and 250 V DC. So correct oprion is (E).
