No there is no such things like born criminal.

Its is like society and surrounding makes a person or individual a criminal. The way a person has been grown and what he see around him imposed on his personality and then it will become his habits and his daily habits of doing wrong doings and crime.

People are programmed not at birth but when he starts growing his parents and belongings if starts or luring him with bad habits and the child what see and listen it gets habitual and comes in his personality and in habits

As per trait theory-

Trait theorists are principally stimulated by the estimation of traits, which may be characterised as ordinary examples of conduct, concept, and feeling.

Attribute can be thought of as a usually steady trademark that makes humans keep on in specific manners.
