First Amendment rights for public employees have limits. From what you read, may the government use the speech of a public employee as the basis for discharge or denying promotion? Why or why not?

✓ government can't use the speech of a public employee as the basis for discharging or Denial of a promotion, because, first amendment and the fourteenth amendment protects such public employees from the actions of the employers or government to deny their promotion or discharge. Whereas, private employees can be retaliated on the basis of their speech.
