Let us assume that an individual has planted a bomb in New York City. Fortunately, the intelligence agency has been able to catch hold of the individual and has detained him. The intelligence officer then beings to interrogate the suspect in order to locate the bomb as quickly as possible and defuse it. However, the suspect refuses to divulge any details about the bomb. The officer learns that the suspect is very attached to his wife and already possesses information about her whereabouts. Although he believes she is innocent, he considers detaining her and threatening to torture her to get the suspect to reveal the location of the bomb.
A non-consequentialist theory would be against this action because it does not believe that the ends justify the means. Such theories typically argue that human beings have an instruct worth and should not be used as instruments in order to attain a goal. However, a consequentialist theorist would approve of this action because harming two individuals can save the lives of scores of others. It would hold that the end justifies the means.
