According to conjugate acid base theory, a strong acid has a weak conjugate base and vice versa.

since hydrochloric acid is a strong electrolyte, that means it is a strong acid. it completely dissociates into its constituent ions producing proton and chloride ions. therefore, chloride Ion will be weak conjugate base.

on the contrary, HF being a weak acid, produces strong conjugate base of F- (fluoride ion).
