no galactosidase or permease will be made irrespective of lactose presence

4. since Operator is constitutive, and cis acting, only galactosidase will always be made irrespective of lactose presence. but permease (Y-) will not be made by this merodiploid in absence of lactose. because I+ is present on other strand with O+ which can be repressed by the repressor in absence of lactose. Thus, 1,2,4 correct

5. 2. only permease will be made in presence of lactose as constitutive operator is under negative promoter where no gene will be transcribed. On other strand galactosidase is negative so will not be made. inhibitor is + so allolactose will prevent binding to operator and permease will be made.

6. permease will always be made irrespective of lactose presence as it is under cis acting constitutive operator while galactosidase will be made only when lactose is present.
