Active insufficiency occurs when a muscle can no more get shortened so as to maintain or generate active tension.
Example :in standing while the hamstrings contract to flex the knee ,the hip also moves into extension.
Passive insufficiency is when the opposing muscle can no longer be lenghthened .
Example hamstrings may limit the hip flexion when the knee is in full extension since they are maximally stretched in this position
