The Interstate Compact for Children's Placement (ICPC) is a compact enacted by all 50 states, the District of Columbia and the United States. Virgin Islands, allowing them to work together to ensure that proper security and support services are provided to children who are put across state lines for foster care or adoption. The ICPC establishes procedures for placing children across state lines and fixes responsibility for agencies and people involved in placing children. ICPC's purpose is to ensure that children placed outside their home state receive the same security and services that would be given if they stayed home.
