Three main components of a mitigation plan can be considered to be:

GOALS AND IMPACT IDENTIFICATION
What is it that the program wants to mitigate or minimize to create a better understanding of the process of mitigation, simply put, it identifies and analyzes the goals that the plan aims to achieve and the problems that need to be solved by the program.

RISK PRIORITIZATION AND ASSESSMENT
How the plan aims to achieve the process of mitigation and the underlying factors which would be helpful for them to gain a better understanding of their operation can be considered as the relevant factor when this phase of a mitigation plan is reviewed. It, therefore, allows us to prioritize the processes that need adjustment and thus, the critical processes that need to be selected.

RISK MITIGATION PLAN
It brings to perspective the risk mitigation plan in the final phase. The risk mitigation plan now lets out a detailed description of what should be done, how it should be done and the sequence in which it should be done to achieve an optimum result. It also lays out a foundational understanding of the structure, the mitigation, and recovery management as well as defines the authority which would be exercised during the process.
