The difference between business requirements and design requirements in network upgrading are:1.Business requirements support the business goals, vision, and future direction of an organization. Business requirements identify desired or required needs that will lead to optimal organizational success. These requirements focus on industry standards or strategic initiatives to help an organization become compliant with governing bodies suchas PCI DSS, FISMA, COBIT, and HIPAA. Additionally, business requirements outline business continuity, strategic business trends, merger, accusation, divestures and new innovations. 2.Design requirements primarily focus on business goals and technical objectives; they alsofocus on existing and future service applications. Design requirements are developed to support business requirements .

Business requirements are issues or opportunities that allow the company to generate revenue by implementing the project. Project design requirements are functional and user requirements for the project. Business requirements are based on customer needs whereas design requirements are based on technical and other considerations

Example 1.  

To illustrate, a business requirement could be “reducing the time by customer service help desk executives taken to search for customer database to five seconds" whereas design requirements could be “having a highly visible red button for search"

Example 2.

For instance, a requirement to use Java over .NET when developing a software application is apparently a design requirement, but could also pass as a business requirement if the organization had trouble managing different JRE versions in client desktops, and the very purpose of developing the application is to resolve this issue. If Java vs. .NET is a design requirement, the design team has the liberty of selecting the program based on various considerations, but since Java is a business requirement, this remains fixed and the design team has to design the project based on Java.

Example 3.

To illustrate, in a project with the business requirement to reduce the time customer service help desk executives take to locate client database, the design team identified lack of multi-search options in the database as the major constraint, and tries to design a software code that allows for faster and convenient search. The methodologies to do so, such as the programming language used, the user interface design, the various additional search options provided and other features all become design requirements.

Example 4.

The battle between business and design requirements becomes a contentious issue when the project owners or the stakeholders primarily care about fulfilling their objectives oblivious to other consequences, and when developers focus primarily over executing the project quickly and efficiently, giving secondary importance to the actual purpose of the project. Success of the project depends on reconciling these two factors
