a) The two cars have the same speed and the speed is 40 mph.

b) The two cars do NOT have the same velocity. That's because velocity is vector and it has direction. The direction of the velocities of the two cars is opposite to each other.

c) The acceleration is the rate of change of velocity. The magnitude of the velocity is speed. Since the speed is constant the cars are moving straight, the velocities of the cars also do not change. Therefore the acceleration of each car is 0(zero).
