Here we can see that that,

( Second row of the determinant)= (-3)*(first row of the determinant)

So, if we take (-3) common from second row, then the first and second row become identical to each other, and we know that for any determinant, if any two rows are identical to each other, then value of the determinant becomes ZERO .

By this property, value of the determinant will be zero.
