Given that,

Absolute viscosity of the fluid, \mu=0.38\;Ns/m^{2}

Density of the fluid, \rho=910\;kg/m^{3}

Diameter of the pipe, d=25\;mm=2.5\times10^{-2}\;m

Velocity of fluid, V=2.6\;m/s

Therefore, Reynolds number of the fluid is given by,

R_{e}=\frac{\rho.V.d}{\mu}=\frac{910\;kg/m^{3}\times 2.6\;m/s\times2.5\times10^{-2}\;m}{0.38\;Ns/m^{2}}

\mathbf{\therefore R_{e}=155.66\approx 156}

We know that, When the value of R_{e} is less than 2100, then the flow will be laminar.

Therefore, this flow is laminar.
