If we arrange all the steps sequentially, it will be like this:

  1. the precursor miRNA forms a hairpin loop
  2. Dicer, an enzyme, cleaves the precursor miRNA into small fragments (Dicer is an RNase III enzyme which cuts the loop joining  the 3' and 5' arms)
  3. one strand of the miRNA binds a protein complex and the other strand gets degraded (forms microRNA ribonucleoprotein complex, miRNP)
  4. miRNA binds to the complementary mRNA (miRNP recognizes the target mRNA)
  5. mRNA is degraded or translation is blocked at the ribosome.

So, the fourth step will be

miRNA binds to the complementary mRNA
