reliability can be measured using different ways and there is not best way, it depends on a variety of situational factors. It can only be estimated, at different situations the reliability can be different of the same tool. Reliability coefficients can vary from 0.00 to 1.00.

Hence, only option B is left which has to be untrue about reliability.
