The alternative hypothesis (H₁ ) include "not equal to" inequality. therefore the given test is two tailed test.

At 5% level of significance the critical z values for two tailed test are -1.96 and 1.96

Decision rule for two tailed Z testt:

1) If | Z | > | Critical Z | then we reject null hypothesis

2) If | Z | < | Critical Z | then we fail to reject null hypothesis.

Here   | Critical Z | =1.96 and | -1.27 | = 1.27

Thereore we use 2nd rule that is we fail to reject null hypothesis.
