as we know

Z = V/i

so for case 1

R^2 + (2 pi * 20* 1000* L) ^2 = (5/0.045)^2

R^2 + 1.58* 10^10 L^2 = 12345.67 ...(i)

similarly, for case 2

R^2 + ( 2 * 3.14* 26000* L)^2 = (5 / 0.04)^2

R^2 + 2.67* 10^10 L^2 = 15625... (ii)

solving (i) and (ii)

L = 5.485* 10^-4 H

R = 87.2 ohm
