The Special needs population would be needing extra care and individual attention during the situation of emergency. Need for wheelchairs, Stretchers, well trained personnel are required to guide them to a safe location. The location chosen for their rehabilitation need to be special needs friendly. Or else a location needs to be made friendly to them with ramps and aided mobility elevators. All these changes that are required would need financial assistance.

The first responders, care takers and volunteers should be able to generate manpower because if money is short, a larger number of personnel will be able to migrate more number of special needs population. They need to be patient and deal with calmness because one would not want to agitate or scare the population to ensure smooth emergency operation. At a personal level, in disaster prone areas, houses with special population should make their own safe house or stay close to safe houses so that they can relocate their population on an individual level more easily and effectively.

In the special needs schools they should be taught how to deal with emergency situations and keep themselves safe. The teachers and officials of the institutions dealing with them, who know them in a personal level should teach them in the form of games and activities what they should do in case of such emergencies. Specially abled people generally act on their instincts and reflex rather than thinking and analyzing the situation. Certain events trigger an action in them, Such triggers should be identified and action should be inculcated on them so that they can help themselves in such situations, or at least undertake the initial necessary procedures which help the first responders to help them smoothly in case of an emergency.
