Because it's the only layer where we can get O3 and it protects  us from the dangerous UV radiation of sun

As we know most of the automobiles uses diesel engines and they uses it in high temperature and pressure that's why high amount of Nitrogen dioxide produces and due to combustion of oil nitrogen dioxide also produces.
