Answer: U.S. is known as the world's oldest democracy.Its constitution is the first one in the world which included PREAMBLE and enshrined in it the concept of LIBERTY ,various types of freedom and Rights(later).

A country's approach towards its foreign policy may change time to time according to changing global situations but some basic ideas and fundamentals principles are indeed exit,same is the case with USA also.

Primary motives behind the US foreign policy are :

promoting democracy around the world

Establishing a liberal economic world order where freedom of fair trade practices prevails.

Promoting world peace and fighting with international terrorism

Giving impetus to International liberalism

Human Rights protection.

There are others also,but they are the basic which used to given primary place when US deals with countries.

Given Cartoon picture:Due to US policy of promoting Democracy and its values in other countries.It's being criticised for practicing Imperialism.Given picture above explains the scenario when US intervened in Cuba and Puerto Rico during American and Spanish war after that US become Dominant player there, a big power.

US intervention in these countries and there movements where it tried to dictate terms according to its will. Then it criticised for being selfish and ignoring native people's wishes and rights.

It is a picture depicting where President and Mr. Sam is confused which country to take first.
