Thanks for the question.

The most important thing here is what the watcher knows about the other windows. Does he have the knowledge as to what he can expect to happen in the other windows. If he is expecting something somehwere else he will look at others as well. If he fixes his gaze on the window where he is expected to watch in such away that he accomodated all the windows or most of them, then he will be able to view all changes in one fixed gaze rather than just fixing it on one window. It also questions his beleif system and experience over watching windows from a distance in aligning his vision over other possiblities whether distant to the expectant window or futher away.
