In order to manage the change, Ellison after taking over as CEO of J.C Penney brought about certain changes with priorities. The priorities are as :

Better integration of JCP's instore and online operations : Most of the customers facedd difficukty that the online operations of JC Penney is carried out in total isolation and is not aligned with its in-store operations. The merchandise which is displayed online is not available in store. Thus the first priority is to align the instore operations with the online operations.
More responsive to customers looking for deals: The second priority was to attract the customers looking for deals and offers. The retailers redesigned its shopping appmaking it more convenient for the customers looking for discounts.
Reduce the operational cost : The third priority was to reduce the operational cost of JCP in order to make themcompete effectively with the competitors.They shut down almost 140 stores in order to reduce the cost and make them compete effectively against online stores.
