In the first plot of residuals vs fitted values, there are few points which lie way far from the horizantal line which suggest that the variance is not constant. We can sense that there is inward opening funnel pattern which means variance decreases with Increase in fitted values. So yes there is slight violation of assumption of constant variance.

In second plot, there are few observations which do not follow the reference line of Normality. Hence the data may not be normal.
