How would you define "efficiency" for a public agency? Would it be the same definition for public works as it would be for public safety?

Public agencies are formed to serve the citizens and they should ensure these services without delay. I would define efficiency for a public agency as the ability to serve more citizens effectively within a specified period of time utilizing the limited resources available. The resources may include public money, time, government employees etc.

The definition would change for public intended for public safety because public safety requires more caution and hence the number of people or speed of service does not increase efficiency related to public safety. Safety depends upon giving timely support, regulating or eliminating crimes and educating the citizens to live responsibly. Hence the efficiency of the public service related to public safety can be defined as the ability to ensure a safe living for the citizens and reduce the number of crimes by giving timely support whenever people are in need and increasing public awareness to follow the laws and live without doing harm to others.
