They can work together efficiently if funding and responsibilities are divided properly so that neither side is neglected. Individuals must have sufficient expertise to perform both the responsibilities together. Both the departments should be working for the same goals. By combining the resources of public health with those of emergency management, disaster response may be improved. Small sized countries are appropriate for applying this merger.
