Explain why there are no dictionaries of sentences in the Duality Theory of Charles Hockett

Is it because of the duality theory since we can make any sentences through upper layer and lower layer? Please help with this question. Thank you kindly

The density of upper layer is much less than the density of lower layer. The top of the photosphere is significantly cooler, with a temperature of only 4400 Kelvin; thus, the cooler, low-density gas at the top of the photosphere produces absorption lines in the solar spectrum.

Its spectrum is of emission type. During a total solar eclipse, an exceptional situation occurs, and for a few fleeting seconds, an emission spectrum can be observed.
