In aqueous solution of HNO3 , the pKa value of HNO3 comes out to be -1.3 around.

But pKa value of HF is 3.1

i.e higher the pKa value lesser will be the acidity of acid.

It means HNO3 is more acidic than HF.

Now according to bronsted Lowry acid base concept , more acidic is the acid, lesser will be its conjugate base.

Conjugate base is nothing but the anion formed after removal of proton from the acid.

It means HNO3 is more acidic hence NO3- is less basic.

Similarly HF is less acidic hence F- is more basic.

Now more acidic means what , it means that acid will always be there in dissociated form that is HNO3 will never remain as HNO3 rather it will dissociates into H+ and NO3- .

Similarly HF is lesser acidic in that solution hence will not be there in dissociated form i.e if there is any F- ions is present it will eaten up the proton H+ ion coming from HNO3 and forms HF again. Hence the equalibrium reaction shifts towards left side.

Now to summarize all the details mentioned above we can easily match the fill ups.

HNO3 is stronger acid than HF and F- is stronger base than NO3-. Because proton transfer occur from the stronger acid to stronger base, and the reaction proceeds to the left.
