TLC is not good choice to determine whether cis or trans. Both molecules are polar in nature due to carboxylic acid. Both molecules will move on TLC plate with relevant speed (eventhough cis is more polar than trans). We can not distinguish using TLC plate.

These two can easily determined by NMR and IR spectroscopy methods.
