The Charles's Law states that, when pressure is held constant the volume of the ideal gas increases as the absolute temperature increases i.e. ideal gas expands on heating.

Whenever the ocean temperature rises, the dissolved oxygen in the ocean tries to expand and after a certain threshold expansion is such that the gas escapes from ocean into atmosphere. This sequence of events renders into low dissolved oxygen in the ocean which subsequently result into death of marine animals.
