When you add NaNO2, it results inore number of NO2- ions. But concentration of H+ remains same. Only Na+ and NO2- ions will increase. Thus, after addition of NaNO2, NO2- will react with H3O+ to form HNO2 and H2O. Thus, backward reaction is favoured and pH will change (decreases). Option D is the right answer.
