The type of acid and base produce on hydrolysis of salt decides the nature of the salt. The combination of strong acid and strong base will produce a neutral salt. However, the combination of weak acid and strong base will produce basic salt solution just like in case of Cs2HPO4. On the other hand, the combination of weak base and strong acid will produce acidic salt solution.

Among the given salts, Cs2HPO4 will produce the solution which in NOT neutal.
