Since the electronic configuration of bromine is

Br(35) - 1s2 2s2 2p6 3s2 3p6 3d10 4s2 4p5

Since three p- orbitals and one d-orbital contain magnetic quantum number ml = -1 and this ml value contains maximum 2 electrons in it.

Since there are 4 orbitals of ml = -1 and each contains maximum two electrons in it, the 4p orbital contain only one electron in ml = -1 and other three orbitals have 2 electrons each in it.

Therefore, total number of electrons for first three orbitals are 3*2 = 6 and last in 4p orbital is 1.

Therefore maximum number of electron in ml = -1 are 7. Therefore option 3rd is correct.
