Answer-

Caffeine is soluble in water due to its polar region on the caffeine. It is a fact that "like dissolves like", since caffeine has polar region and water is also polar.

Also the intermolecular attractions brtween the solute and solvent is greater than the attraction between solute and molecules. The H+ in the water molecules can bind to the lone pairs on an N or O atom on a caffeine molecule to form hydrogen bond which is stronger than london dispersion bond.
