From March 2017 to March 2019 the atmosphere CO2 went from about 407ppm to 415.5ppm. So, the rise in the concentration of CO2 is 415.5 - 407 = 8.5 ppm
The average rise per year is 8.5 / 2 = 4.25

450 - 415.5 = 34.5
The years of time that is needed to reach the concentration of CO2 of another 34.5 ppm or to 450 ppm level is =34.5 / 4.25, since the average rise in the concentration of CO2 is 4.25 ppm
It is the period of 8.11764 years.

So before next 9 years of completion, we will reach '450 ppm' concentration of CO2.
