Glycogen phosphorylase mediates the breakdown of Glycogen to produce Glucose-1-phosphate
It is activated by Phosphorylase kinase
It is inactivated by Protein phosphatase

Phosphorylated form = Active
Unphosphorylated form = Inactive

Insulin inhibits Glycogen phosphorylase.
Glucagon and Epinephrine promote Glycogen phosphorylase.
