Option a, Lac A

Lac operon is inducible in nature .

In presence of glucose, inhibitor protein Lac I ( constitutive expressed) tetramerize and bind to operator site. Thus block the movement of RNA polymerase and no expression of Lac operon protein.

When lactose present, it binds to inhibitor now inhibitor not binds to operator and RNA polymerase moves and transcribed lac operon genes.  

Lac Z-- beta galactosidase

Lac Y permease

Lac A beta galactosidase thioacetylase

So once there is induction of operon all protein will synthsized simultaneously as in operon all Gene's are regulated under a common promoter.

If out if 3 genes, 2 are expressing and I is not expressing that means other elements are working fine. Only the unexpressed gene is mutant . Here beta galactosidase acetylase is not expressing means its coding gene Lac A is mutant.
